Electronic Medical Record (EMR) Funding Programs

The New Brunswick Medical Society (NBMS) administers EMR Funding Programs negotiated under the Physician Services Agreement (PSA) to support community-based physicians in adopting and maintaining Electronic Medical Records (EMRs).

These programs are intended to help offset the costs associated with EMR implementation and ongoing software fees, while supporting efficient, secure, and modern patient care. 

Certified EMR Implementation Incentive – One-Time Funding of $10,000

Physicians who transition to a New Brunswick Government–certified EMR system may be eligible for a one-time incentive payment of $10,000. 

This incentive recognizes: 

  • Lost productivity during the EMR transition period 
  • Implementation and setup costs 
  • Practice disruption associated with moving to a certified EMR 

Program highlights: 

  • Available for certified EMR implementations completed on or after April 1, 2025 
  • Payment is issued once successful implementation has been confirmed 
  • Available to eligible NBMS members practicing in New Brunswick

Funding for Monthly EMR Software Fees – Ongoing Financial Support

NBMS provides annual reimbursement to assist physicians with the ongoing monthly costs of EMR software used to manage and maintain patient medical records. 

Funding amounts effective April 1, 2025: 

  • Certified EMR systems: Up to $4,800 per year (maximum $400 per month) 
  • Non-certified EMR systems: Up to $3,000 per year (maximum $250 per month) 

Funding for non-certified EMRs is temporary and will conclude March 31, 2029. 

Reimbursement Process 

  • Applications are processed annually 
  • Claims are submitted December to March for the preceding calendar year 
  • Proof of payment is required 
  • Payments are issued once per year

  • Be an eligible NBMS member (Locum members are not eligible for EMR compensation) 
  • Practice medicine in New Brunswick 
  • Be community-based 
  • Be personally responsible for EMR costs

EMR Funding – Frequently Asked Questions  (FAQ)

What are the EMR Funding Programs?  

The EMR Funding Programs were negotiated under the Physician Services Agreement (PSA) and are administered by NBMS to help physicians manage the costs associated with implementing and using Electronic Medical Records. 


What EMR funding options are available?  

Funding includes a one-time $10,000 incentive for physicians transitioning to a certified EMR and annual reimbursement for eligible monthly EMR software costs for both certified and non-certified systems. 


Who is eligible for EMR funding?  

Physicians must be eligible NBMS members, practice medicine in New Brunswick, be community-based, be personally responsible for EMR costs, use the EMR for patient charting and record management, and be remunerated by New Brunswick Medicare. Locum members are not eligible. 


What is a certified EMR?  

A certified EMR is an EMR system approved by the Government of New Brunswick for use in physician practices. Certification status affects eligibility and funding levels. Currently, the EMR providers certified in New Brunswick are TELUS CHR and IntraHealth Profile. 


When can I apply for the $10,000 Certified EMR Implementation Incentive?  

Physicians may apply once their certified EMR implementation has been completed. The implementation must have occurred on or after April 1, 2025, and payment is issued once successful implementation is confirmed.   


How does monthly EMR reimbursement work?  

Funding is provided on a reimbursement basis. Physicians must pay eligible EMR software costs directly, submit proof of payment, and apply annually. 


When are applications submitted and payments issued?  

For the Certified Implementation Incentive, payments are processed typically within 10 business days upon receipt of implementation confirmation.   

Monthly EMR reimbursement applications are processed on an annual basis. Physicians submit their yearly claim during the period December to March for the previous calendar year.  Upon review and validation, payments are typically issued within 10 business days.  


How long is funding available for non-certified EMRs?  

Funding for non-certified EMR systems is temporary and will end on March 31, 2029.
